Like Vadim is saying, a PPA is not in any way a guarantee that the packages will be safe.
By all means, let users modify their soruces.list, but do not pretend that non-official repos are safe.
If you want this included in official Ubuntu, you’ll not be able to put this in by default.

Try searching for Python-gconf in the Synaptic Package Manager and installing it, then try installing Ubuntu Tweak again.
